Turkin ja Mersin tiedepuistojen yhteistyötarjous

Lahja Presidentti Martti Ahtisaaren Nobel -palkinnon kunniaksi Hämeeseen

Samalla kun onnittelemme ja juhlimme presidentti Martti Ahtisaaren saamaa Nobelia, jatkamme arkista työtä ja esittelen seuraavassa myös Ahtisaarelle kovin tutun Turkin ja Mersin alueen yhteistyötarjouksen ja tilauksen. Se tuli sopivasti juuri kun Turkin presidentti vieraili meillä ja samalla hän piti juhlapuheensa Martti Ahtisaaren kunniaksi järjestetyssä seminaarissa Jyväskylän yliopistossa. SE oli todellakin pelkkä sattuma. Runsas vuorokausi ennen Nobelin saajan julkistamista. Uskokoon ken voi.

Presidentti Martti Ahtisaari ei pitäisi mitään sattumana. Suurin suomalainen tällä hetkellä ja ehkä historiassa vielä hieman suurempi kuin mitä ounastelemme. Pesäero muihin presidentteihin kasvoi kuitenkin huikeaksi ja Ahtisaaren oma "Rauhan rakentajan osaamiskeskus CMI" on aivan oma lukunsa myös Nobelin rauhanpalkinnon saaneiden joukossa. Kolmessa maanosassa tehty rauhantyö on suorituksena ja humanitaarisena tekona vertaansa vailla historiassa. Jos osui kirjallisuuden Nobel kohdalleen tämä oli täydellinen napakymppi savolakarjalaiselle "piällysmiehelle" ja kansakoulun opettajalle, diplomatian tuhattaiturillemme.



Turkin presidentti Abdullah Gul vieraili todellakin juuri maassamme ja tutustui mm. Jyväskylän yliopistoon ja teknologiakeskukseen. Samalla hän piti yliopiston Martti Ahtisaari -luennossa esitelmän kertoen kuinka Turkin sisäinen kehitys kohti EU -jäsenyyttä on vielä kesken, mutta “Turkin hiljainen vallankumous” etenee Suomen ja etenkin presidentti Martti Ahtisaaren toimiessa rehellisenä ja puolueettomana tukijana. Ahtisaari valittiin vuonna 2004 riippumattoman Turkki-komission puheenjohtajaksi. Olli Rehn puolestaan toimii EU:n laajentumiskomissaarina.


Kaikki käynnistyi 25 vuotta takaperin

Tapasin Etelä-Afrikassa Johannesburgissa maailman tiedepuistojärjestön IASP:n 25 vuotta jo kestäneen taipaleen juhlakonferenssissa vanhat ystäväni mm. Turkista. IASP (International Association of Science Parks) on maailman tiedepuistojen kattojärjestö, jossa mukana ovat käytännössä kaikki maailman innovaatiotoimintaa harjoittavat kansataloudet sekä tiedepuistot. On arveltu että yli 98% maailman etenkin teknisistä innovaatioista toteutuu tämän järjestön sisällä työskentelevien yliopistojen, tutkimuslaitosten ja elinkeinoelämä välisenä yhteistyönä. Mukana ovat luonnollisesti Venäjä ja kaikki Aasian valtiot, tieteen ja tutkimuslaitosten ohella yritykset ja luonnollisesti rahoittajat sekä hallinto. Kahta samanlaista tiedepuistoa ei maailmalta löydy. Jos olet nähnyt yhden tiedepuiston, olet nähnyt yhden tiedepuiston, kuuluu sanonta.

Itse olen ollut mukana järjestön kehittämistyössä sen ensimmäisestä konferenssista (perustajajäsen) alkaen ja myös sen Yhdysvalloissa toimivassa ”kilpailevassa” järjestössä (AURP, Association of University Related Research Parks) toimien myös sen hallituksessa. Nykyisin toimintaa edistää lisäksi puhtaasti klusterirakenteisiin erikoistunut maailmanjärjestö, jonka perustamisessa olin mukana vuosituhannen vaihtuessa.

Suomesta Oulu oli avaajana – agropuistoista Jokioinen


Suomessa toiminta alkoi ensimmäisenä Oulun teknologiakeskuksessa ja tiedepuistossa vuonna 1982, jolloin toimin Oulussa alan professorina. Näin tehtävät kuuluivat ikään kuin virkaani Oulun toimiessa Suomessa edelläkävijänä innovaatiopolitiikassamme. Agro-osaamisessa prosessi taas käynnistyi klusterina ja verkostorakenteella vuonna 1991-92 Jokioisista ensimmäisenä maailmassa.

Keskustelin turkkilaisten kanssa erityisesti Suomen mahdollisuudesta auttaa välittäjänä ja yhteistyökumppanina agroparkkien, agrotiedepuistojen ja osaamisympäristöjen toimintaa koko valtaisan maan elintarviketeollisuuden sekä maatalouden kehittämisessä. Samalla kävimme läpi kaikki Turkin keskeisimmät tiedepuistojen rakenteet ja innovaatiopolitiikan nykyvaiheen. Olen vieraillut Turkissa useita kertoja ja tutustunut kaikkiin tiedepuistoihin erikseen sekä luennoinut juuri keskenään verkottuvista agrotiedepuistoista ja nyt uusimmasta klusteriteorista. Afrikassa järjestetty konferenssi edisti toimintaa juuri heille suunnatussa ja suomalaisten koordinoimassa ohjelmassa. Avaajana oli maan presidentti ja pääministeri. Saimme suomalaisina kiitosta tavalla, jota oli miltei vaikea kuunnella sadan kansakunnan joukossa. Toista vastaavaa ei kohdallemme voi osua.


Mersin valtaisa kehitysvyöhyke

Erityisen läheisiksi on muodostunut Mersin teknologiakeskus ja sen laaja kehitysvyöhyke sekä ensimmäinen teknologiakeskus METUTECH Ankarassa vuonna 1998. Hieman myöhemmin IASP tuki prosessia maailmankonferenssissaan Istanbulissa ja nykyisin maassa on jo 30 korkean teknologian tiedepuistoa, joukossa runsaasti kehittyviä agrotiedepuistoja.

Mersin kohde on ensimmäinen EU:n tukema innovaatiokeskus Turkissa. Mukana on innovaatiotoimintaa koskien maa- ja elintarviketaloutta (suuri agrotiedepuisto), mutta myös lääketiedettä, kemianteollisuutta, bio- ja nanoteknologiaa, energiahankkeita, IT-alaa ja elektroniikkaa, ympäristöteknologiaa ja turismia. Kyseessä on hyvin laajan alueen moderni monialainen osaamisympäristö klustereineen.

Suomalainen malli taustalla


Erityisesti maatalouden ja agrobisneksen kohdalla olemme keskittyneet hankkeisiin, joiden klusteri etenee koko tuotantoprosessin kattavana systeeminä. Se ei paljon poikkea suomalaisesta mallista, mutta on räätälöity turkkilaiseen mittakaavaan sopivaksi ja ymmärtäen kulttuuriset ja yhteiskuntarakenteelliset eromme sekä valtaisat luonnonvarain käyttöön liittyvät mahdollisuudet Turkissa.

Innovaatiorakenteet on ymmärretty hyvin laajalla tavalla ja kattaen kaikki toiminnot ja niiden toteutukset. On tehty välttämättömät sellaiset korjausliikkeet, joita perinteinen porterilainen klusteri on edellyttänyt. Tämä on koskenut etenkin yritysten työskentelyä webympäristön sisällä sekä sellaisia finanssipoliittisia rakenteita, joita nyt korjaamme myöhässä Euroopassa ja Yhdysvalloissa. Kestävän kehityksen sisäänajo on luonnollinen koko taloutta ylläpitävä moottori.


Pääjohtajan tervehdys talousalueellemme

Mersin teknologiakeskuksen ja vyöhykkeen kehittämisestä vastaava johtaja Ozgur Durmaz pyysi minua välittämään omalle talousalueellemme yhteistyötervehdyksen ja samalla blogiviestin, joka on englanninkielisenä tekstini jatkona otsikolla “Innovation in Mersin Technoscope”. Samalla se on osoitettu Bulevardin webympäristön kasvavalle yrittäjäjoukolle ja sen kansainväliselle, globaalille verkostollemme.

Parhaat terveiset yhteistyökumppaneilta Turkista kaikille talousalueemme yrittäjille, luonnonvarain kehittäjille, kouluttajille, korkeakoulullemme sekä talousalueemme hallinnolle, rahoittajille ja myös tuleville kuntapäättäjille tavoitteena yhdistää osaamiskeskuksemme ydinosaaminen (MTT/ Agropolis) ja omat verkostomme suurin kasvaviin toimialamme klustereihin yhteistyössä Mersin kaltaisten toimijoiden kanssa.


INNOVATION IN MERSIN TECHNOSCOPE

Mersin is a multi-faceted and rapidly growing city, with a modern port, a free zone and major industrial and commercial establishments. In spite of its short history as a city Mersin was rapidly transformed into an industrial city complemented by trade and service sectors. It is among Turkey's ten largest cities in terms of industrial, agricultural and commercial potential.
Mersin has potential for further growth thanks to its strategic, historical and cultural role between Europe and the Middle East as well as its mild climate. It has all the factors including its geographical location and wide hinterland and a completed infrastructure which an investor would take into consideration before making its decision to go ahead with an investment plan. On the one hand it has industrial parks, qualified labour and high living standards and, on the other, it features numerous plains, beaches, fertile soil and typical Mediterranean climate preferred not only by local, but also foreign investors.
We all know that initial interactions of Technopark were started in 1950s in the developed countries, the science park of Stanford University in United States – Silicon Valley – is regarded as the first Technopark in the world. Technopark outspread widely in Europe in 1970s. Initiative step was taken by Middle East Technical University in Turkey. The first Technopark was founded in Ankara in Middle East Technical University as METUTECH in 1998. Later, in 2001, the “Technology Development Zones Law No.4691” was legislated and with this law, many advantages have been provided for both academicians and companies. Since then, 30 Technopark have been established in Turkey, 18 of them are fully operational.

Mersin Technology Development Zone (Technoscope) was established in June 2005 in order to use the research-development (R&D) studies carried out by the university, industry and other institutions to develop new technologies and transfer them into the industrial production that will contribute to the competitive position of Mersin in both national and international levels.

Technoscope is founded in connection to the Ministry of Industry and Trade under “Technology Development Zones Law No. 4691 by and in the participation of Mersin Provincial Private Administration, Mersin Tarsus Organized Industrial Zone, Mediterranean Exporter Unions, Mersin Chamber of Commerce and Industry, Tarsus Chamber of Commerce and Industry and ODTU (Middle East Technical University) Technopark. As one can understand we are not government, we are not university, we are not private company. We are a bridge linking the whole.

The vision of Mersin is to become a region with a high quality of life and sustainable economy based on knowledge and innovation. In order to realize this vision, key sectors are Tourism, Logistics and Agro-food. As Technoscope we would like to attract companies in agriculture, food, medical science, chemistry, electronics, IT, biotechnology, nanotechnology, energy and environmental technologies sector, also Large-scale companies using advanced technology and international software giants. With our collaboration activities, modern infrastructure and superstructure facilities for technology producers and developers, researchers and academicians, will create synergy in the region and convert knowledge to economic value by university-industry collaboration.
Mersin is the first city in Turkey, where European Union supported the Regional Innovation Strategy, is working on establishing an agro-park, in order to use the potential. Mersin Province’s total area is 15,853 km² with the population of 1,651,400. Mersin, where 3.6 billion tons of agricultural products are produced, is getting started to be the Agricultural Capital of Turkey. With the cluster of the companies in agro-food through the advantage of the port and the free zone Mersin as the gate to Middle East will be the production and the marketing centre in agriculture. To resolve the lack of the number of agricultural SME’s dealing with scientific agriculture, we need an agro-park. We would like to exchange ideas and want to learn from the experienced science parks. Technology transfer and expertise needed in planning especially R&D units. The agro-zone would provide a home base for food processing and value added production companies, marketing cooperatives, a sustainable agriculture training centre, and a demonstration farm. Through this zone infrastructure, poor farmers would learn farming practices to improve the value of their output and gain marketing channels to domestic and international markets. Through the training and research programs the zone would coordinate with regional watershed and land use management, ecological restoration, soil restoration, and economic development programs. The zone is planned to improve; 26% of the Mersin has agricultural potential, Approx. 60% of the employment in the city depends on agricultural activities, Fragmented structure of agricultural producers in the region, loose connections between producers and service providers in the region, Old-fashioned technologies and conventional methods employed in agricultural production.
On the other hand, although we have been established as a company, we are a non-profit minded Technopark; we do most of our work in the field of social responsibility. One of our work is, are trying to integrate research and development into Turkish Culture, by this way we know that we will be able compete in the global area. A very new example for this is the competition that we are organizing at the moment. “Innovation Competition”. What is new with this? This competition is open to 6-12 years old pre-school and primary school students. Why this age? Because they have purest minds and nothing can stop their innovation. In the competition, we want them to be innovative in certain sectors, like food, automotive, IT, production etc. They will be working on their projects with their parents and teachers. The winner of each sector will be elected by the group of jury, who are the experts in their fields. We will take the winners project and try to commercialize it. For example in food sector, we will take the winners project to a crisps producer company and tell them to use it in the production process and write that they use the winner’s name on the package of the crisps. This will be a both marketing strategy to the company and acceleration to the child’s motivation. By this way, parents, teachers, school mangers… will be proud. The other children will work harder in the other years and try to achieve the success to be the winner. By the years people will understand that it is not only a competition but a life style as well. We all know that no company or country will be successful without R&D; otherwise they will be custom manufacturers. Innovation will be a part of our lives, that’s who we are.
